Have You Seen This Man? Dog Messes on the Property

Perhaps you’ve seen him walking the two of his dogs around, or even on the property. Or perhaps you, like me, noticed, and were confused by, the bags of dog poop that were being left along the edge of both Grand Bel Manor, as well as anywhere along the sidewalk along Bel Pre Rd, Grand Pre Rd, and Connecticut Avenue. Or worse, you’ve stumbled onto a dog mess, only to have it cover your shoes.

On July 29th, between 6:30 and 7 PM, the mystery of the dog poop bags was solved, as the above man was witnessed picking up after his dog, and then dropping the bag next to the Grand Pre Rd sidewalk beside 3802. When confronted, he took on a belligerent and mocking tone, saying the police would have to be called as he would not pick it up. The police were called, and he was detained, denying everything, and claiming to not live in the neighborhood. He was released after agreeing to avoid the neighborhood.

Unsurprisingly, he was promptly spotted again in the neighborhood, on August 7th, this time roughly between 10:30 and 11AM, again approaching and rounding the corner of Bel Pre Rd and Grand Pre Rd. This time he was not witnessed committing a crime.

Other witnesses have seen him snooping around the property (after having the cops called on him), and allowing his dogs to poop on the property without proper cleaning up, however these incidents were not reported.

And again, September 3rd, around 6:30 to 7PM the man was witnessed walking his dogs around the same corner, and this time openly allowing them to poop on the lawn while refusing to clean it up. The police were again notified, but unfortunately failed to detain him.

For those of you who are unaware, Montgomery County Maryland has an “Animal Defecation Law”, in other words, if your dog (or pet) poops, and you fail to immediately bag it and dispose of it, you are subject to a $100 fine. This fine can and will applied to residents of Grand Bel Manor as well, so if you have a pet, please pick up after them, and if you see a resident fail to pick up after their own pet, please notify management!

If you’ve seen this man commit a similar crime, or better yet, if you know who this man is, please call management immediately at 301-986-4166.
